Abstract

Digital transformation in the healthcare sector has encouraged the implementation of Electronic Medical Records (EMR) in primary healthcare facilities, including community health centers (Puskesmas), to improve service efficiency and healthcare quality. One important aspect of EMR implementation is system integration with BPJS Kesehatan through digital services such as Primary Care (P-Care), Mobile JKN, i-Care, and online queue systems. This study aimed to analyze the implementation of EMR system integration in Puskesmas with BPJS Kesehatan, identify existing challenges, and formulate solutions for system optimization. This study used a qualitative descriptive approach. Data were collected through direct observation, in-depth interviews with Puskesmas staff and BPJS Kesehatan officers, and document review including User Acceptance Test (UAT) reports, bridging checklists, and system evaluation reports. Data were analyzed through data reduction, data presentation, and conclusion drawing, with source triangulation used to ensure validity. The results showed that system integration had generally been implemented successfully and contributed to faster patient services. However, several technical and operational challenges were identified, including API bridging disruptions, data mapping discrepancies, patient data inconsistencies, online queue synchronization issues, infrastructure limitations, and human resource constraints. Recommended solutions include strengthening information technology infrastructure, routine data standardization and synchronization, improving staff competencies through regular training, and enhancing coordination among Puskesmas, system developers, and BPJS Kesehatan. These efforts are expected to improve the effectiveness, efficiency, and sustainability of digital healthcare services in primary healthcare facilities
